On Friday, before sunset (each city’s time is in the calendar). In the Ashkenazi custom, the candles are lit, the eyes are covered with the hands and the blessing is said.

Baruch Ata Adonai, Eloheinu Melech haolam, asher kideshanu bemitzvotav vetzivanu lehadlik ner shel Shabbat.
Blessed are You, Adonai, our God, King of the universe, who has sanctified us with His commandments and commanded us to light the Shabbat candle.
